How to Import Power Banks from China Safely (2026 Guide)

Power banks are one of the fastest-moving consumer electronics imports in the world — but they are also classified as dangerous goods because of the lithium batteries inside. That one fact changes everything about how you should buy them. This guide walks through the process step by step, based on what we see buyers get right (and wrong) every week at our factory in Shenzhen.

1. Decide what you are actually buying

Start with your channel, not with the biggest number on the spec sheet:

• 5,000mAh pocket units — retail impulse buys, gift packs, promotional giveaways.
• 10,000–20,000mAh — the everyday mainstream; most importers' core volume.
• 30,000mAh+ multi-port or solar — outdoor, camping and emergency lines.

Then choose a factory or trading company. A factory (like ours) controls quality, lead time and certifications directly; a trading company adds a layer of margin and communication. For private-label work — custom logo, packaging, capacity, color — you almost always want a factory with OEM/ODM experience.

2. Verify certifications before you order — not after

Lithium batteries need real paperwork to move across borders. The four that matter most:

• UN38.3 — the battery safety test report. Airlines and couriers require it before accepting any lithium-ion shipment. Without it, cargo stays on the ground.
• CE / RoHS — required for the EU market.
• FCC — required for the US market.
• MSDS + transport documentation — tells carriers and customs how to handle the goods; sea freight must be declared as Class 9 dangerous goods with the right paperwork.

Ask your supplier for the UN38.3 test report and transport certificates before you confirm the order. If they say "we'll handle it later", that delay is your delay. 3. Order samples first — always

A sample run tells you more than any price quote: real build quality, real capacity behavior, real logo printing, real packaging. We ship samples worldwide in 3–5 days with full documentation, and most serious buyers test 2–3 factories before choosing one.

What to check on the sample: physical finish, cable/port fit, actual recharge cycles, whether the printed logo and packaging match your brand guidelines, and whether the certification documents match the sample model number exactly.

4. Understand MOQ and lead time

MOQ depends on the model and customization level. A standard model with simple logo printing has a much lower MOQ than a fully custom mold. Ask for a straight answer on your exact SKU — flexible MOQ is common when you are working directly with a factory that wants a long-term partner.

Realistic production lead times for a standard order are roughly 15–25 days after confirmation, plus freight. Plan around Chinese public holidays: for example, factories close for the National Day holiday (October 1–7), and orders placed just before it can slip 2+ weeks. If you are stocking for Q4 (Black Friday / Christmas), September is the deadline to finalize specs and place the order.

5. Choose air or sea freight

• Air freight: 5–10 days transit, roughly 3–4x the cost of sea. Standard for samples and urgent restocks. Requires UN38.3 documentation.
• Sea freight: 25–35 days transit, much lower cost per unit. Declared as Class 9 dangerous goods; your supplier should provide the transport certificate.

For small first orders and samples, express couriers (DHL / FedEx / UPS) handle batteries under 100Wh smoothly when the paperwork is correct. Sampling does not have to be painful.

6. QC — the part buyers skip until it hurts

Before packing, a proper factory runs every unit through functional testing (charge/discharge), visual inspection, and aging tests for lithium cells. If your supplier cannot show you their QC process — or worse, refuses — treat that as a red flag. Ask for photos or a video call during production of your own order; a factory that hides the floor has a reason.

7. Your import checklist

• ☐ Supplier is a factory (verify with a video call or visit)
• ☐ UN38.3 report + MSDS + transport docs match your exact model
• ☐ CE / RoHS (EU) and/or FCC (US) confirmed for your market
• ☐ Sample ordered, tested, and compared against 1–2 other factories
• ☐ MOQ, lead time and holiday calendar confirmed in writing
• ☐ Freight booked with correct dangerous-goods declaration
• ☐ QC plan agreed (test results, photos, or third-party inspection)
